Governance
Governance is not a policy applied after the fact. It is the condition under which an instruction is permitted to execute at all.
Intentional Coherence is the category: a deliberate alignment between a present operator and the instruction they authorise, established before execution. It produces predictable presence and predictable outcomes, without holding identity or state.
AUG is the discipline: governance exercised upstream, at the origin of execution, rather than reconstructed downstream from logs. Automated processes may prepare an instruction, but only a confirmed presence may admit it.
No confirmed presence, no execution.
Every admission is a signed, independently verifiable receipt.
Downstream systems validate the receipt. They never issue it.
